ABSTRACT

The formation process from public administration to public governance is the outcome of the interlace of the complicated and diversified development of public administration and social public affairs management. Every stage of the theories of the public administration is accompanied by the replacement,adjustment and transformation of the theoretical basis,research focus and research methods. The population problem is not only the major social issues but also one of the most important issues of government management. Population problem is the generic term of all kinds of social problems caused by the population problem by the discordant between the quantity,quality and structure of population and social economics and resource. The problem of birth sex ratio is a prominent population problem at present,and the imbalance of gender structure is still one of the new normal of population. Statistics in 2013 show that the SRB in China has declined for five consecutive years,but the decline is very limited. In 2014,it still reached 115.88,and the situation of high SRB has not fundamentally changed. Shan’xi province once had higher SRB in the 14 provinces who were under the key management and supervision of the State. Although for five years comprehensive governance,in 2010,the SRB in Shan’xi province still reached 115.3 and still belonged to one of the seven provinces with higher SRB in China. At the micro-individual level,influenced by the Confucian tradition of “valuing boys over girls”,son preference still exists in most areas of Shan’xi province. Although the medium-level governance has certain effect,the effect is not obvious. Coupled with the changes of macro-institutional environment,the governance of SRB in Shan’xi province faces many uncertain. As for the performance of SRB governance,although there have been some research results,the existing research needs to be expanded and deepened in both theoretical construction and research methods.

Based on above,this book first puts forward the analytical framework of ASSP for the performance analysis of SRB. This framework is based on the IAD framework,and combines the current situation of the SRB to expand,modify and integrate the original framework. On this basis,it puts forward a comprehensive analysis framework for the performance analysis of the SRB. This thus has provided new theoretical paths and methods for analyzing the impact mechanism research of the governance performance of the SRB in China. Based on the analysis framework,this paper makes an empirical analysis by using the data of “situation,pattern and strategy of comprehensive management of SRB in Shan’xi province” from 2009 to 2010,and verifies the influence mechanism and path of micro-individual actions,medium-institutional structure and macro-institutional environment factors on SRB governance in China through the data results. In terms of research methods,this book comprehensively uses quantitative and qualitative research methods,including hierarchical statistical method,macroeconomic measurement statistical method and general regression method,as well as qualitative research methods of interdisciplinary application in sociology,psychology,demography and public management. In terms of the specific research content,first of all,it reveals the governance object in the governance of the SRB and the mechanism of the influence of individual psychology and behavioral preferences of the governance bodies and governance objects. Secon-dly,by extension the dimension of application rules,we analysed the effects of institutional structure on the governance performance of SRB. By our study,we have found that the institutional structure has significant and different effects on the performance of birth sex ratio governance in all dimensions. At last,it reveals the influence mechanism of institutional environment,including static institutional environment and dynamic institutional change on governance performance of SRB.

Finally,based on the research results,this book proposes policy Suggestions to improve the performance of birth sex ratio governance for national and local governments.
