Abstract

This report is written by researchers of Social Governance Collaborative Innovation Center of Henan Province after their thorough investigation and study. Based on the connotation of social governance，this report reflects 4 characteristics：the first is timeliness，the date are latest，the first-hand survey data used in the report writing process is the data obtained from the social survey and research conducted by the Center in the spring and summer of 2014-2019 and the spring of 2019；the second is valuable guidance，this report gives prominence to the participation of social organization and citizens in governance and the change of social service mode，and shows the governance’s value orientation such as social energy，participation and justice；the third is local features of Henan province，this report pays close attention to the current situation of social governance in Henan Province；the forth is practice and innovation，the report reflects innovations of local social governance practices，it combines the theory and the innovative practice of social governance well.

This report includes 5 parts：the first is general report—the analysis and prospect of situation of social governance in Henan Province in 2020. The general report analyzes and comprehensively evaluates the situation of the social governance in Henan province from 5 dimensions：social security，social contradiction resolving，social organizations，public services and social justice. It shows that the situation of public security is generally stable，the resolution of social contradiction is promoted steadily，the social organizations are growing，the basic public service situation still needs to be improved，and the social equity situation needs to be improved. The second part is “government behavior and social governance”. It mainly introduces emergency management，innovation management ability，government portal website，public service，education governance ability，rural revitalization，business environment and other issues. The third part is “Social change and social governance”，focusing on the issues of population aging，the flow of scientific and technological talents，the change of women’s fertility and so on. The fourth part is the “social governance evaluation” part，which mainly includes the analysis of city livability，residents’ well-being，residents’ sense of access，public opinion response，residents’ reading status，the living conditions of the elderly in the county，and Green development status，etc. It analyzes and evaluates the social governance of Henan Province from different perspectives，and puts forward specific countermeasures and suggestions. The fifth part is the subject of social governance cases，which mainly introduces the typical cases of social governance，such as the big data management in Kaifeng city，Shanyang District of Jiaozuo City “360 work method of the party and the masses”，work method of “Household Networking” in Jun County of Hebi City，and “the integration of three governance” in Zhicheng town of Jiyuan City. These practical explorations reflect the efforts and achievements of social governance in Henan Province，and provide experience and reference for social governance innovation and capacity improvement.
